REVIEW OF MINUTES:
Motion to accept the minutes for the April ARC meeting. The motion carried with one abstaining vote.
PRESENTATION AND DISCUSSION:
Mark Trostle, Vice President of Land Development, Richmond American Homes and Troy Johnson, Regional Director of Architecture and Design, Richmond American Homes presented an overview of the products and materials utilized in Northampton, a new neighborhood in Kingstowne. The discussion specifically addressed the variety of decks available from Richmond American in this neighborhood. These include decks constructed of natural color cedar as well as white composite materials.
In an attempt to keep Kingstowne current with building trends, the ARC will be considering these products for all of neighborhoods in Kingstowne.
APPEAL:
07-052 Shed
Motion to uphold the denial of the shed. The shed is significantly taller than the allowable six foot maximum allowed for sheds. The motion carried unanimously.
Motion to approve the application for the deck undercover with the conditions that the installation not negatively affect the existing drainage to properties and common ground, that the ends of the undercover not be exposed and that signatures of neighboring property owners are obtained acknowledging the application. The motion carried unanimously.
Motion to deny the application for the shed because of the material and height of the proposed shed. The motion carried unanimously.
Motion to approve the application for the garage door. The motion carried unanimously.
Motion to approve the application for the landscaping. The approval is contingent that the excavation not negatively affects the drainage to neighboring properties and common ground and that only neutral natural colored stones, rocks, bricks or pavers are used. The motion carried unanimously.

Motion to approve the application for siding. The exterior lighting was not approved because of lacking information regarding the lighting. The storm door was not approved because it was self storing. The motion carried unanimously.

Motion to approve the application for the landscaping with the condition that the raised flowerbeds not exceed 12 inches in height. There was a concern regarding the possibility of pests with the bed against the home. The motion carried unanimously

The tree removal is not part of the approval because the removal is not justified. A separate application is required for the replacement light post. The motion carried unanimously.

Motion to deny the application for the tree removal because the tree is healthy and removal was not justified. The motion carried unanimously.
07-178 Rear Fence
Motion to approve the application for the rear fence with the condition that it extends from the rear corners of the house. The motion carried unanimously.
NEW BUSINESS:
The committee discussed developing a standard application for removal of Leyland Cypress trees so their removal can be approved by staff. J. D. Gray volunteered to work on the application for the next meeting.
The committee was briefed on an upcoming program, “Livable Neighborhoods”, which will encourage the use of rain barrels. The committee discussed how rain barrels could be incorporated into the community. The committee will re-visit this item next meeting.
Motion to adjourn the meeting at 9:30 pm. The motion carried unanimously.
